CLARIFICATION BY SEC.GENERAL ON LEVY

Dear Comrades, The decision for 3% levy on Gross arrears was because of our bad experience in 1997 when we had decided on Net arrears. There was lot of confusion as some paid more PF and Tax etc from arrears. We had to then fix a quantum at Patna FCM. Therefore we decided for 3% of gross arrears. The logic of levy is to financially strengthen our NFIFWI. Just like an individual creating fund for a rainy day and bad days,an organisation needs to have funds for securing our organisation and members."Make hay while the sun shines"- Create fund when we have got a historic wage revision. In Siliguri NEC, the roadmap for our organisation and need to create fund was placed. The CF, most Zones and more than 50% divisions are financially very weak.
